Shouldn’t DDoS mitigation be part of an Internet Provider’s service as a benefit included in their connection?

In an ideal world yes. However, mitigation actions vary depending on the solution and technology. Some vendors can only provide DDoS mitigation for the circuits they support, so if a customer has multiple ISPs, they must purchase, set up, and manage a solution to protect them from DDoS attacks for each ISP separately.

Mitigation actions are also likely to vary, including the placement of limits on the protection they offer, in their base plans. Using different DDoS mitigation plans from different providers would likely create inconsistent, and possibly incompatible, coverage across your network with greater management needs.
